If it's indefinite, whoever has the most points at any given time is winning and has technically won. For definitive item periods, it's just whenever that voting period ends e.g. 1 year, 1 month, etc.

Click on the debate and look at the big numbers in the middle counting down headed by the words "Debate ends in" Or in the event that it's indefinite look at the middle and see the words "The voting period does not end"
