Burden of Proof

I propose a new standard:

The burden is ALWAYS on the instigator. The only way to shift the burden to the respondent is if the instigator makes and supports a compelling and cogent statement of facts.

Depends on how the debate resolution is structured, but in general yes. The resolution should be framed in such a manner that the instigator should always be PRO, but alas.

You have the burden of proof in demonstrating why we ought to adopt this standard.
