Hang on, I get it. He opposes environmental regulation at first, then asks for a subsidy! Hypocrisy!

Let me try my hand at this:

Which band will earn much less if they raise the prices of their album?
Answer: Rubber band! (rubber bands are elastic)

Why would anyone want less of a discount, instead of more?
If the discount rate is too high, the interest rate will rise!
