"At" is used to refer to a specific place, location, or even time; I suppose therefore, you cannot say you waited "at" the doctor??

This. It should be "doctor's office" or "wait for the doctor" if you want to eliminate "at".

Like others have said 'at the doctor' is faulty.

Common parlance might be to say 'I was at the doctor's' which at least implies ownership, and if the place is implied then it can work. Still, even the version in common parlance is technically faulty.
