Should education be regulative?

Many students go to institutes or academies to study in Korea. Some of them go there to have high quality educations self-directed, but most of the students go there and do homework because their parents or teachers ask them to. Is going to academies with a high hand still effective for students' education?

It is if the student is determined and serious. If the student is reluctant then it's like trying to force a horse to drink water. You can only lead a horse to a pond but not force it to drink.
