Flashes of color, whether from cars going by or explosions.

A great sense of realism or a great sense of ridiculousness.
Appropriate pacing that fits the tone.
Characters with flaws that make appropriate decisions based on their circumstances and personality.
A villain you can sympathize with.
The wherewithal of the writers to refrain from explaining things that don't matter.
Absence of plot holes.
Adequate introduction of important plot elements to avoid deus ex machina.
Actors that can act.
When large numbers of otherwise-law abiding people break specific laws en masse, it's usually a fault that lies with the law. - Unknown
