Immediately after the president was elected, he was impeached for high treason and removed from the office of the Presidency. Several other members of the office were caught in the scandal as well and were subsequently impeached from office too. America's president is a relatively unknown politician who has not declared his party affiliation, and is both Democratic and Republican on numerous issues.

Congress is now at the center stage of American politics following the weaknesses that the executive branch has suffered. The Senate is divided right down the middle in a way that no party has a majority, and the House is the same. Both parties currently have an approval rating of 45%, and with the next election just four years away, both parties are now scrambling to try to improve their ratings in order to be a shoe in for the presidency.

2 prominent Democratic Senators, a Democratic whip, and a Democratic party leader are facing off against 2 prominent Republican Senators, a Republican Whip, and a Republican Party leader. On top of that there is an independent senator mixed into the whole thing who could swing towards any one side or burn the system to the ground. This is where we begin for the first half of the year.

The Senators can make any move they want,
The Party Whips are allowed to investigate anyone they want,
The Party Leaders cannot make a move this turn, they can role block players starting next year

Immediately after the impeachment scandal has died down, a new study came out showing that 90% of urban water supply has very unhealthy levels of toxins, fecal matter, and industrial waste in them, which has caused nationwide outrage. Within weeks, the Democrats drafted a bill named simply as "Bill3A: Sanitation Regulations" which would:

1) Pour funding into the aging water treatment facilities meant to fight this problem,
2) Create a new government agency to oversee all water treatment facilities and identify which ones are meeting standards and which ones are failing
3) Decide on the construction of new water treatment facilities should current ones even at full capacity be proven to not be enough to keep urban water clean.

The Bill won a majority of votes in the Senate as the Independents hopped on board in support of the bill, effectively passing the bill and giving the Democrats an early approval boost.

The Republican party on the other hand was torn in two over whether or not they should pass a fiscal policy bill that would try to fight the ever growing deficit. They tried to put a bill together, but not enough support for it was given even within the Republican party, effectively dooming the bill. They accomplish nothing in the first half of this year.

DEMOCRATS: PASSED A BILL, +3%
Total approval rating is now at 48%

REPUBLICANS: DO NOTHING, -3%
Total approval rating is now at 42%

3) If one party tries to shut down an enemy bill that never existed:
The aggressive party is acting insane and loses 5% approval, the other party does nothing, still looks more competent then the other, and gains 2% approval

About this, What happens if both parties do #3?

As in both parties try to block non-existent bills?

Then Both parties lose 5%.

If both parties do something negative, then both parties will suffer the worst possible outcome, but on the other hand if both parties pass a bill, then both gain approval and neither side loses anything.
