Chess problem, help please?!

Ok so the coordinates of the pieces are next:

Black king - H1
Black bishop - G1
Black pawn no.1 - H2
Black pawn no.2 - G5

White king - E5
White rook - F1
White bishop - H3
White pawn no.1 - G6
White pawn no.2 - H7

It doesn't matter who's turn it is

Can you please tell me if it is a pat position or not,because it is pretty weird,and i think it is arguable. I don't know much about chess. Thank you.

If it's black to move, it is stalemate. However, if it's white's move, he can easily secure the win with Rf4
