FATE: The Standoff

As the original rule was that a maximum of three Fate games could go on at once, I'm confident that this new game will pose no problem for Jif's French Revolution Fate game.

Background:
The Campbellians are a New Religious Movement founded by "Saint Brad" in 1996. They believe that a mass magma eruption from the Earth's core shall occur on the new Millenium to purge the world of flesh, which the Campbellians believe to be an illusion.
After violating several city ordinances in Campbell, California, the movement moved into an abandoned building which they did not purchase.
As if this wasn't bad enough, the Campbellians were caught on tape performing "spiritual marriages" between their followers, involving underage girls.
Finally, the police receive a warrant to storm "The Citadel", but it is revealed that the Campbellians have several hostages.
Now there is a standoff between Saint Brad's cult of 80+ loyal (and armed) followers and the Campbell City Police, on December 1, 1999 AD.

Factions:
1. Campbellian Defenders
Objective: Hold off until January 1, 2000. Or, escape and survive on the run until January 1, 2000. If you can do this, you will witness the Earth either explode or not explode.
2. Campbell City Police
Objective: Save the hostages and put an end to this standoff. In a battle to maintain your image, you must be the ones to save the hostages and end the standoff.
The Campbellian Defenders only have enough food and water stockpiled to last until December 25, 1999. This may sound like a good thing, but if the Campbellians starve to death, so do the hostages. Also, you would prefer to take the cultists alive, especially the children mixed with the cult.
3. California State Police
Objective: In competition with the Campbell Citywide police, you must be the ones to save the hostages and end the standoff.
4. Campbellian Protesters (the Campbellians who are not within the Citadel)
Objective: By means which are peaceful or none-peaceful, you must find a way to save the Campbellian Defenders. You win or lose with them.
5. John Smith
Objective: You are to serve as mediator between the Campbellian Defenders and the police. You are an expert negotiator who has resolved countless hostage situations. You win if and only if the hostages' lives are saved.
You lose if you are killed, but both sides should keep in mind that if John Smith dies there will be no way for the Campbellian Defenders and the police to negotiate.

Map layout:
The Citadel is a three-story building which was once a clothes store. It has four entrances/exits, a parking lot where the Campbellian Protesters have set up camp (consisting of a tent city with 40+ people), and only a handful of windows within the building.

I'm making the mod list one game at a time for now on. That way sign up threads don't need to be made. This game is blacklisted for now.
How about NO elections?

FATE only has a userbase for one game. Nobody should play this one until the current game ends its sign ups.

Okay, but let's impose a time limit, so that I still get to do my game eventually even if you never have enough people. If you don't receive the necessary number of signups in 10 days, then my game will be allowed to proceed.
