Is the following setup balanced? Why or why not?

mafiosoAplenty. Or to little townies whatever floats your boat. And prs on both sides imo. If this is about balance in terms of fairness.

If an open setup, I'd say it's balanced.
Town gets one mislynch to analyze, or three NKs.

I think 6:2 would be fair. It keeps lying about roles to a minimum.
1:1 trades are bad, but getting to LYLO with it, is not a bad move, IMO.

I think it would be scumsided. In the absence of any useful roles, scum needing more mislynches than the number of scum (usually one more) is typically more balanced.

No, 5:2 is not balanced, except maybe with an open setup. MYLO/LYLO is automatic DP2 unless scum is lynched.

The no lynch does nothing because mafia can just no kill. You get no information because there aren't any roles.
