Gobekli Tepe: A total anomaly

Gobekli Tepe is the relatively recent discovery found in modern-day Turkey. What is particularly interesting is that age of the structure -- about 2-3,000 years before the oldest known civilizations. These complex structures were built during a time when cave paintings and other simple pictographs were being being drawn on cave walls in Southern France.

Why do you suppose there is a large gap in demonstrable human intelligence between the inhabitants of Gobekli Tepe and, say, civilizations in the Fertile Crescent (which were previously thought to be the birth of civilization)?
