I think I would choose Hadrian. You inherit a Rome of relative peace, prosperity, and dominance. Your wealth is practically unlisted, your authority virtually unchallenged. You travel all over Europe, North Africa, and the Middle East in comfort- staying a month in a city like a visiting god, dining with the most fascinating people, building bridges and temples and aqueducts and villas with a wave of your hand. Hadrian lived a life that was interesting and interested. Yes, heavy lies the crown and I'm sure there were headaches but that is the Rome I'd like to see, at her apex and that is the Emperor who enjoyed the Empire best.
