My favorite is Chingis Khan (Genghis Khan)...

I want to say he is the greatest general due to the fact that he came from nothing, and ended up being a slave, then freed then had the ability to unite all of the Mongolian tribes into one grand army which conquered all of Asia and eastern Europe. The Great Khan's army has estimated killed approximately 40 million people which was 8-10% of the world's population at that time. Lands he conquered he welcomed all various faiths and implemented a somewhat fair system upon his subjects. The fact that he conquered more lands than Alexander The Great alone would solidify this title.

Although he's only famous for one war, a more modern example of a great general is Norman Schwarzkopf. Desert Storm and Desert Shield worked almost perfectly, and are some high points of multilateralism.

Alexander the Great
I actually do not care at all about any refugees, I have said time and time again that Europes external borders should be maintained by autonomous 30mm grenade launchers firing air burst rounds.

In the Civil War the best was General Sherman
General Sherman is a glorified terrorist.
During his March to the Sea, he literally destroyed so much that nothing was left for the civilian population. He destroyed civilian property and terrorized the civilians. Sherman's tactics were war crimes against the southern people, not military actions.
