Depends on how good the user is. If your really good with a knife and the other person is slow, shaky etc with a gun then your likely to win. I'd still rather have both just in case.

If you read the book "The Ayoob Files" the author lists a couple instances where an assailant was high on PCP and despite being shot in the head and chest was able to stab an officer.

Also knives are good if you want ppl to trust you. Just walk up to them, keep it hidden but ready and when your right there quickly make a slash for the throat stalling long enough to stab the shiit out of them and then dice up the body for stew meat.
A gun is good if its someone with little trust, or in groups, or when you need to make sure to get a quick kill, or on the ground at least.

I assume this would vary greatly based on whether the gun was holstered or ready and aimed, the skill of the gunman, the type of weapon, and a ton of other factors.

21 feet is really an extremely short distance. A reasonably fast person can run that far in about a second with a running start, and probably in less than a second and a half standing still. Depending on what kind of firearm is being used, you'd also have to consider the difference between hurting the attacker badly and doing sufficient mechanical damage to stop him.

I imagine that the strategy used in the video would only work against an unprepared defender. In the middle of the yard like that he'd be shot two or three times before he cleared that distance by a defender with a ready weapon. He's also a bit slow and it's taking him more like two to two and a half seconds to clear the distance.

Also, if he pulls a knife and starts charging at someone, they aren't going to stand there. While drawing a gun (assuming it isn't already, and everything would indicate that it is if we're applying the 21 foot rule) the officer would be back peddling, and so the actual distance covered would probably be about 25 - 28 feet (pending on the speed and reaction times for both combatents). So an officer (if gun was drawn) could get off a good 4 shots (and then 32 more after the incident).

You also have to consider that while running full speed, you can stop or change directions very easy, so the officer would have a good chance of dodging the knife attack (as you'd only get 1 shot before runnning past the officer).
