Have a link that works.

The school officials ought to be fired for suspending the victor. Not only is it a clear case of self defense, but their proposed solution (Tell a teacher) had already been attempted by Casey 70 times.
It came to be at its height. It was commanded to command. It was a capital before its first stone was laid. It was a monument to the spirit of man.

Wow. I hope this isn't true. The school officials ought to be tortured and imprisoned for life for exhibiting such idiocy that resulted in a major injustice!!

On second thought, perhaps the school teachers need a proper slamming to the ground as the victim did to the bully.

In Britain, people are encouraged to wear blue anti-bullying wristbands.

I wanted to show my support for the campaign but the wristbands are quite expensive so I grabbed this puny little wimp who was wearing one and told him that if he didn't give his to me I'd kick his fvcking head in.

Reminds me of a recent story I heard from a friend. There was an agitation against corruption in his locality, and being the model citizen, he wanted to join in. He took out his bike and proceeded to go there, sans helmet. It's a fine if you are caught doing that, and he was duly caught by a traffic cop. It's also a standard practice to slip the cop a few bucks to get off paying the slightly bigger fine, which he duly did, and reached there safe and sound.

To insert a theory as to why the school punished the child, with no proof to back it up.

The school, and big government, want the citizens to accept being bullied and to not fight back. If they can train kids to do this at an early age (with literal, physical bullies), it makes it easier for the government to bully them when they become adults. They'll just sit back and take it.

Yes, it is a joke. I'm a totalitarian statist, I wouldn't really be believing something like that. But I've heard it before (regarding bullying things here in Oregon).
