They are more of a vaccination against a tyrannical government. Such a government wouldn't try to wrongfully oppress its citizens if they were well armed.

And we already know that the U.S. government has been undermined when it was forced to fight guerilla wars. That's the same kind of war U.S. citizens would fight and there would be no shortage of countries who are enemies of the U.S. supplying them.

Quite probable, as tanks are useful for assaulting concentrated objectives or large scale battles,not so much guerrilla infantry dispersed among the populace of a large let alone a smaller country. "Hit em where tha tanks aint!"
