How to get rid of static in headphones?

I have a set of headphones that uses an analog 3.5 meter jack for audio I/O, but I am relatively quiet high-pitched tone with some static when nothing is being inputted or (intentionally) outputted. Does anyone know how to alleviate this?

Step 2: Go to Walmart
Step 3: Buy a new set of headphones. (the right size)

>Inspect internal part of speakers for loose wires
>If found, use needle to gently put wires into place

>Repeatedly hack headphones with knife
>Sell mangled headphone parts on eBay

>Use the money you get from eBay to buy yourself some new headphones.
