So basically, two friends can be contracted in California and it has to be recognized at the local, state, and federal level. If that couple moves to South Carolina, the contract will remain valid for the purpose of federal benefits, but will be invalid at the state and local level in SC.

If this was true, then you'd be able to become gay if you really wanted to. That would be strong evidence in favor of sexual orientation change efforts working - nobody has really reported successful straight to gay conversion, which would be possible if sexual orientation change efforts worked. So why don't you try it?
