The law reasonably well defines public spaces and private spaces. There are borderline cases that eventually the courts resolve. For example, the Courts ruled that the police cannot use thermal imagery to detect marijuana growing inside a person's house.

We should tolerate unlimited video surveillance in public spaces, and none in private spaces, with the exception of that done by the owner in areas where there is no expectation of privacy by visitors. For example, a bank can have a surveillance camera in its lobby.
