The Azerbaijani Government has reported that in the past 10 days three of their troops have been killed in clashes with Nagorno-Karabakh forces, despite the fact that war between Azerbaijan and the ethnic Armenian breakaway state ended in 1994.
Thoughts?

Well while the main war ended in 1994, the Azeris still refuse to recognize that Nagorno-Karabakh is Armenian territory, and there have been a number skirmishes on the border between Armenia and Azerbaijan.
These attacks flare up every year. But never flare up too much. Especially not right now, when Armenia and Azerbaijan allies (Greece and Turkey respectively) are not in a position to support them right now.
