Is it possible to get a non-medical x-ray? I've been interested in what features my skull has, since a person's skull has certain features may be of use in differentiating ancestral groups.

There's basically no chance in hell your health insurance would pay for it, but call up a place that does xrays and ask. The worst they could say is no. Though I feel like you should know that xrays do expose you to extra radiation, which has health risks associated with it. There are DNA tests for this sort of thing, with no such risks. Have you considered using one of those?
