Interesting data to look at.
The tallest people, on average, in the world are Yugoslavs (Croats, Bosnians, Serbians, and Montenegrins), the Dutch, and the Scandinavians (Danes, Sweden, Norwegians, and Finns). However, Europeans in general are not much shorter.
The four Yugoslav nations are probably the tallest. As inhabitants of or near the area called Dinaric Alps, the males are on average 185.6 cm (6 f 1) according to a study . However, it might be slightly lower than that if we take the average of each nation. In that case, Bosnia-Herzegovina and Montenegro are probably the tallest, with both being 183.7 cm and 183.2 cm, respectively.  Thus, if we consider the average height of each nation, Bosnians-Herzegovinians are the tallest in the world.
As for the shortest nations, Indonesia and India are among them, with about 158-161 cm on average (between 5 f 2-3). I should note that women are also, on average, taller in countries with tall males, and shorter in countries with short males.
