Kuhn, Popper, and Science

Is the difference between Popper and Kuhn's philosophy of science only that Kuhn forwards a historically relativistic view of science while Popper offers an idealized version of objective scientific process and demarcation or is there something larger?

it's not an ideologically-based topic. Nobody's offering things, nor is it about views.

If person "X" uses the symbol "Philosophy"to refer to the concept {L,E,O}

an person "Y" uses the same symbol "Philosophy" to refer to the concept {I,K,C}

By which means, rather than popularity does it make sense to say the referring to the same thing. Only in ideology, only in ideology............
