Both are very powerful. Hope for an ideal can drive people to unbelievable atrocities in hopes of achieving that ideal. Despair over the loss of an ideal can drive people to unbelievable atrocities for a lack of care in the world. Hope can be universal, and can be easily exploited by a ruling party, while despair is more personal, so I'm going to go with hope. However, despair is powerful in its own right.

I would say hope. I think a large slice of the population try to dig themselves out of a bad situation, the variety of despair that is needed to paralyze a person into inaction, I don't think exists beyond radical brainwashing at early ages.
Here we have an advocate for Islamic arranged marriages demonstrating that children can consent to sex.
