I think not.

Quantity - The sandwich statement was used to convey the message that Grice's maxims are unimportant, no more, no less.
Quality - Whoever said the sandwich statement
Relation - At first glance the statement seems irrelevant, but once you figure out the purpose of the sentence is to refute the Gricean maxims, it becomes obvious that it's related.
Manner - It was concise and to the point.

All four maxims were satisfied, so the co-operative principle still stands.
