It probably is for statistical purposes. It might also be so that people will still go to vote on at least SOME issues (or people) while not making an uninformed decision about another.

For example:

Its the presidential election time. Included on this ballot might be a few local elections/a few local issues to be voted on. For sake of argument lets say the issue was "Proposition 1: Banning sofas that use feathers as a primary material". I have no opinion and have no idea if I would want to vote yes or no. Therefore I could vote none of the above (or something along those lines) so I wouldn't cast a vote that I didn't mean to make. I hope I made at least a little sense haha
