Its a corruption of a quotation from Saint Benard of Clairvoux, and it means that people can mean well but cause misery, or start off with the right intentions but somewhere in the process of seeking their goal they commit evil deeds. Its a consequentialist idea.

I love Mr. Penn. Just last night I was talking with this woman who was praising him for being an open atheist. I responded that he's also quite openly a libertarian and she responded, "What a shame". Lol.
