What was ridiculous about what he said. And he never said that quote if you actually watch the video. His point is that many people expected him to do things he can't do without congress.

The president was saying that Constitution limits his ability to force changes and secure his campaign promises. Many of the shortcomings he is blamed for are actually the product of a dysfunctional Congress. He was asking for more power, but pointing out the limited nature of the presidency duly present to inhibit tyranny.

Cats. That's all I have to say.

Other than the glory exuded by any feline ever, Obama hasn't been that bad, apart from Obamacare. Blame Congress, Harry Reid, the establishment, crazy, noncompromising Tea Party Republicans.... they are causing this mess.
