On March 1, 1781 the articles of confederation was ratified. A year later (1782) the United States in Congress Assembled adopted the Great Seal.
On September 17, 1787, the Constitutional Convention created the constitution, which was ratified in 1788. Therefore the Great Seal predates the constitution by 5 years.

Secretary Charles Thomson gave an explanation of the meaning of the great seal.

In regards to the shield of the united states, Thomson explained;
"The Escutcheon is composed of the chief & pale, the two most honorable ordinaries. The Pieces, paly (the vertical stripes), represent the several states all joined in one solid compact entire, supporting a Chief (the broad band above the stripes), which unites the whole & represents Congress. The Motto (E pluribus unum) alludes to this union."

Therefore the shield represents the unification of the member states through congress. The Latin "E pluribus unum" means "out of many, one". Meaning although we are many, we are united as one.

"The pales in the arms are kept closely united by the chief and the Chief depends upon that union & the strength resulting from it for its support, to denote the Confederacy of the United States of America & the preservation of their union through Congress. "

In other words, Congress draws it's power from the states, and the States are stronger when united by congress.

"The colors of the pales (the vertical stripes) are those used in the flag of the United States of America; White signifies purity and innocence, Red, hardiness & valour, and Blue, the color of the Chief (the broad band above the stripes) signifies vigilance, perseverance & justice."

In other words; the states are depicted as pure, yet courageous, while congress is depicted as vigilant, persistent, and fair.

In regards to the Obverse side of the Great Seal, Thomson explained;
"The Olive branch and arrows denote the power of peace & war which is exclusively vested in Congress."

There are 13 arrows, because each state had their own military under the articles of confederation. The power to make war and peace was still a congressional power.

"The Constellation denotes a new State taking its place and rank among other sovereign powers."
Back than State and Government was synonymous. There was no union state under the articles of confederation, but there was a confederate government. There were 13 stars, each representing a state. The significance of it being a constellation, is that each star/state is independent, while still being unified through the constellation/confederation. This constellation is a reference to Washington's standard during the revolution.

"The Escutcheon is born on the breast of an American Eagle without any other supporters to denote that the United States of America ought to rely on their own Virtue."

In other words, we should not allow foreign influence, and should remain self reliant.

In regards to the Reverse side of the Great Seal, Thomson explained;
"The pyramid signifies Strength and Duration: The Eye over it & the Motto (Annuit coeptis) allude to the many signal interpositions of providence in favour of the American cause."

Therefore the pyramid means that the US will endure. The Eye signifies divine intervention in favor of the US. The motto "Annuit coeptis" means "He approves of the undertakings".

"The date (MDCCLXXVI) underneath is that of the Declaration of Independence and the words under it (Novus ordo seclorum) signify the beginning of the new American Era, which commences from that date."

MDCCLXXVI = 1776, which is when the declaration of independence was signed (Obama thinks it was signed in the Spring of 1787)
"Novus ordo seclorum" means "new arrangement of the ages", which is reference to America's Independence from the British Empire, and the start of a new system of governance.

As opposed to claims made by conspiracy theorists, it is not reference to the NWO, which would be "novum mundum ordinem".
