A Bill to provide the President with Fast Track trade negotiation status relative to Environmental safguards
Be it enacted by the Congress here assembled that:

Section 1. The President shall have the authority to negotiate amendments to previously approved trade agreements and treaties and to negotiate new agreements and treaties on a fast track basis assuming that any said negotiantions result in a lowering of carbon dioxide levels in the world enviroments and or otherwise have a positive effect on world enviromental standards
Section 2. The Fast Track authority granted to the president by this legislation shall allow the President to conduct trade negotiations on behalf of the United States as indicated in Section 1.
Section 3. Any such trade agreements, or amendments, including amednments to treaties, shall be submitted to congress within ten days of the finalization of the President's agreement. At such time, the majority leaders of the house and senate or their designees must introduce an implementing bill submitted by the President on the first day on which each applicable house chamber shall be in session. Senators and Representatives may not amend the President's international agreement, either in committee or in the Senate or House. The applicable committees to which any such agreement shall have forty-five days after its introduction to report the bill, or be automatically discharged, and each house must vote within fifteen days after the bill is reported or discharged.
Section 4. This shall expire by its own terms, unless extended by Congress, on January 1, 2017.
Section 5. This law will take effect within six months of passage.
Section 6. All laws in conflict with this legislation are hereby declared null and void.
