Well, other than being full of complete and other horsesh!t like calculating the taxes we make off marijuana by the taxes we make off cigarettes and calculating the health costs by comparing it to spending on alcohol treatment, it doesn't say anything about what Obama plans do to about marijuana.

Whoever wrote the paper was a complete shill looking to cobble together arguably the worst argument possible against legalization. You'd almost think they were strawmanning their own position.

Just an example of the stupidity

Illegally, an ounce of marijuana can go from $300 to $500 on the streets. Medical clubs in Los Angeles sell bottom of the barrel marijuana for less than $150 an ounce. That's BEFORE legalization. And the very term "Mexican weed" these days connotes a lack of quality compared to weed grown domestically.

I actually know someone who tried to become a dealer, but ended up with a lot of weed and no one to sell to because everyone was buying from medical clubs in the area at cheaper prices and better quality.

Anyone who thinks that creating a domestic producers market alongside drastically cutting the profitability of marijuana will make cartels grow stronger needs their heads checked. What it will do is take power from cartels in areas where marijuana is already grown and turn cartel investments towards cocaine and human trafficking.
