I'm curious why people think it's a good source to use, given it's bias and negative history?

It is illogical to claim that recognizing the existence of genetic differences between various groups must necessarily lead to eugenics. This can only be true if you operate on the immoral assumption that government has the right to impose minimum capability standards on the population. Heritage obviously rejects that assumption. However, significant genetic differences have been shown to exist between people groups, so you'd think that accepting that fact as reality would boost their credibility.

Although we really should point out when things like this permeate into the mainstream sources.

So a group which thinks there's a link between IQ and race, is in no way suggesting "that a race of people is somehow genetically inferior to another?" I guess I high IQ is not a good thing.
