Foolproof Plan for Diversity in Politics

To those of you who believe it is prima facae beneficial to have women (or any other non-white male group) in elected office, I ask the following:

Should this be mandated by law?

For example, if a city council has only 5 members. Would you support a law that demands at least two of these members be female, and two be male?
This would be to the point that if there are only two females on the council, and only they are up for reelection, then ONLY females can run.
This could also result in a run-off style voting system, to ensure that the appropriate diversity is met.

Thoughts?
If you are the type of person who laments that only 13% of congress are females, would you support this proposal?
If not, why not?

How does forcing women into government make it more representative? It might please the feminists but why move from democracy by lessening choices? There are more males that become politicians, therefore there will be more males in government.

The OP is addressing people who believe that women (or any group) should be in office, simply because they are women (or any group), and congress should be representative of the population on the whole. Similar to CEOs and other high profile jobs.

For context:
The reason for this post, is there was an Op-ed in my local paper, bemoaning the fact that "Greater Minnesota's" city councils were all 100% male, and encouraging women to run, simply because they were women.

I don't think its about bringing a vagina to the table. Perhaps a better way would be to recruit young females in highschool as future politicians in your state?

The best way to do this is to disenfranchise those that vote male. And my hopes is that females disporportionatley vote for males because it would lead to top lulz.
