has there ever been a case in which the public petitioned against their government and succeeded in changing a law? google wouldn't tell me.

In what way?

You mean where people petitioned against a law that the government was currently enforcing to get it removed?

As PoeJoe said, prop 8. In fact all (I believe) measures (or props or whatever they are called in your state) start as petitions gathering signatures before going to the ballot.

oh, good point.

that veries from state to state, but I believe it is something like 2% of the registered voters. Then it is put on the ballot for the people to vote on.
