Quarantine, testing. Basically just creating certain hoops to jump through, but not actual restrictions.

On US citizens, we could probably do it pretty easily. Being a US citizen, though, I am not sure what Visas we require from other countries. The State Department and Customs teaming up to cross reference and detain those Visas purchased in infected countries could flag action at international terminals.
