Do Governements have a moral obligation to protect it's citizens?

If so why?

I guess it depends on the type of government. In a democracy, they have a contractual obligation, in a benevolent dictator or theocracy, a moral obligation, and in a communist, oligarchy, monarchy, dictatorship, or any other fiat rule, no obligation. (although they will most certainly protect themselves)

The entire purpose of government, according to Declaration of Independence and John Locke Second Treatise of Government, the entire purpose of creating a government is to counterract the purpose of a 'state of nature', its purpose of existence is to protect its citizens.

.Yes, they do have a moral obligation, since governments are set up as an extension of protection for a certain culture, race, creed, borders, and language. This government is obligated to protect its citizens and to promote the good of the welfare of the people within that government. A government that doesn't protect it's citizens is not a government. It is an enemy. In a situation like that the government and its people are at war with each other.
Even dictators know that they must provide for the protection and safety of the people who reside in their kingdom. Moreover, the dictator is obligated to his/her people, for it is the people within those borders who shed blood and sweat to make that nation prosper, and so lead to the dictators power. If that dictator does not protect his citizens, then he is an evil dictator and must be overthrown. We have seen the demise of evil dictators throughout history.
