A historic deal in Paris has been reached on how to tackle climate change. The pact is the first to commit all countries to cut carbon emissions. The agreement is partly legally binding and partly voluntary.
I don't want to focus on the pro's and con's of the specific agreement, but rather I want us to discuss the implications that this "global consensus" has for international politics.
Is it a one off response to a particular challenge?
Or could it be the first global agreement, setting the precedent for other forms of international government?
