The CIA is too strong and should be limited due to there torture techniques. The should also be less secretive about their activities.

Yar, let's get rid of secret agents, and replace them with just agents.

The alternative to waterboarding is rendition, by which bad guys are turned over to the Egyptians, or someone like that, who extract infomation by whatever means they choose. Rendition as the choice of the Clinton administration. Bush felt it was unnecessarily harsh, and that it was unreliable, so the the more modest enhanced interrogation was assigned to the CIA. Obama, being a highly moral guy, has returned to rendition.

The CIA ought to be strengthened. Current rules prevent paying off bad guys to get info. That ought to be changed back, and field intel operations should be increased. Congress has the job of watching they CIA, and that is the way it ought to be.
