Probably, depending on how you conceptualize all those concepts.

Hate speech is and should be protected by the first amendment of the constitution.

If you say something, are called a bigot, and everything you say is ignored as a result, I would say that qualifies as hate speech.

If you hate people who hate others, you are still being hateful.
And as Moses lifted up the serpent in the wilderness, even so must the Son of man be lifted up: That whosoever believeth in him should not perish, but have eternal life. As many as received him, to them gave he power to become the sons of God, even to them that believe on his name: which were born, not of blood, nor of the will of the flesh, nor of the will of man, but of the will of God. The hour cometh, and now is, when the true worshippers shall worship the Father in spirit and in truth,

Not necessarily, if somebody said something among the lines of "all Jews should be killed", that would qualify as hate speech. None the less, hate speech is a right. It's hypocritical how Europe claims to have free speech, yet they have laws against hate speech. At least other non-western countries are honest when they say they don't hate free speech...

To quote Michael Collins, the Irish Revolutionary, on the British.
"I hate them for making hate necessary, and I'll do what I can to end it."
