Just because a man speaks like a five year old doesn't mean that he's incapable of intelligent thoughts. Donald Trump has proven that he's much better at typing up his thoughts rather than expressing them out loud.

It being definitely not impossible isn't saying much lol

Given the ubiquitousness of political ghostwriters, Trump's already overcommitted schedule, the stark dissimilarity between the writing and his past speeches/writing, and his team's regular frustrations over his constant faux pas, I would say it is highly unlikely that he wrote it. It's unlikely that he even wrote most of it.
