Rodrigo Duterte, called the "Filipino Trump" by some commenters, is running for President of the Philippines. The election is on May 9 (this OP is posted on May 7) and he's leading in the polls so far. He promises that he will kill all criminals in The Philippines if he wins. Several times he has stated that he is speaking literally, not figuratively.

That's a human rights violation, i.e. it's criminal in itself.

Duterte admitted to the death squads on Philippine television and vowed that if he became president, he would execute 100,000 more criminals and dump their bodies in Manila Bay.
