Paying refugees to get out

I seen some countries implement this, where they actually pay them, so they stay away from their country.

Should Europe consider this as way to tackle the refugee crisis?

I think the problem is simply -- where would they go? Unless you are positing that the Syrian refugees should go to countries like Saudi Arabia and the Gulf states.

Or we can not let them in or kill them instead of telling them to go back.

No. You just quit letting them in. Put snipers at the border with signs in multiple languages saying trespassers will be shot. Problem solved.

Just have the rich gulf states take more in. Otherwise, the status quo might solve itself in time, but it won't be pretty.
