The US has asked Russia to participate in "the present cessation of hostilities in Syria". US Defense Secretary Ashton Carter in a BBC interview said that "the road to peace in Syria will be difficult, but it is necessary to start with the cessation of hostilities". Obama is hancuffed by his lack of spine, the Russians know it, thus the Russians dictate what will and will not be happening in Syria. Notice that Putin stayed iut of Bush's way. Why? Bush was trigger happy, good or bad.
