LBJ or carter. Bush had the abysmal failure but did well in other area (he'd be third BUT... much of that was shaped by an event out of his control).

The Viet Nam war was not a declared war.
US soldiers were sent there when Kennedy was president as advisors.

Nixons wasn't all bad. Improved relations with deGaulle hold over French, detente with soviets, trade with china, set the stage to end the Vietnam war.
