Not necessarily. I've seen 'discrimination' genuinely used in the same way pcp used it.

I have, too. But it was obvious that it was just discrimination, and he's smart enough to know this; that's why I said he was being facetious about it.

In this case, using the word 'discrimination' was inappropriate, because the meaning was unclear.
