Is it possible to use General Relativity to get out of a speeding ticket, by claiming there was a gravitational time dilation between your car and the observer?

No. While there would be time dilation in that scenario, it would be negligible. The person who has the most accrued time dilation (one of the more famous astronauts) has only accrued around 1/50 of one second of time dilation, and that is from orbiting the Earth at around 12km/s for 500+ days.

Not unless you had a huge gravitational wave come though at the time of measurement which would distort space time and the radio wave the speed gun is measuring.

If you had a gravitational wave big enough to distort space time that much, you'd probably have something else to worry about other than a speed ticket.

Gravitational time dilation for Earth is measured in nanoseconds and it is dependant upon gravitational pull, which is dependant upon how close to the mass. In other terms the police would have to be at a significant elevation than you to even be measurable in nanoseconds.

The only joke is the thought that you could use science, logic, or evidence, to get out of a traffic violation.
