Many scientists believe that zebras have this coloration to confuse disease-carrying insects and stop them from landing on their skin.

It could, but as long as there are plenty of animals who have not evolved patterns to camouflage themselves from insect there may not be an advantage to doing so (especially if evolving to see zebras better hurts you seeing all the other animals).

But the evolution has to happen, right? Or has it ceased in this case ?

I know this can be hard to get when your mind is set on a purpose driven worldview, but there is no actual "purpose" behind evolution. It MAY happen that some insects will evolve to "see through" this sort of distraction, and if that is successful the insect will do well.

The pressures that drive evolution are not in the straight line you would like to think. Yea, evolution does NOT stop, but don't expect that insects will suddenly change in response to zebra coloring.

Sometimes sexual preference of the females creates traits that have no beneficial effect.

Males of many species show of colors, plumes, etc to attract females. This reinforces those traits through breeding.

We see this in the Stalk-Eyed Flies https://en.wikipedia.org...

ME: Maybe, if the insect stings or irritates the Zebra, the Zebra will go from white with black stripes to black with white stripes...That would fix the little critters, and their evolution would be wasted and they would become extinct and the Zebra would laugh and laugh.
