Imagine a "field" (be it a room full of some magic subatomic particles or something suspended in a magic liquid) where all entropic reactions are suspended.
All emission of heat within the field would pause. Kinetic energy would remain suspended in this field, being mere potential energy until the field is lifted. Even the force of gravity would not be able to act on matter within the field. Movement of all forms of matter would cease.
Time would, in effect, be paused within the field. If movement of any kind took place, it'd be very, very slow, like one second of movement for objects in the field would be a million years for that outside.

Assuming that all forms of matter are affected at a consistent, mathematically predictable rate, this would be how you stop/slow time in an area.

I could use such a field to stop my flat getting cluttered up with rubbish and avoid having to tidy up all the time! Where can I get one?

You're essentially describing the event horizon of a black hole, except without the singularity that exerts gravity. Your field would have to warp space at the perimeter, artificially increasing the escape velocity above the speed of light; because if light can escape, it will subtract heat from the system. It would have to be a two-way event horizon as well, so that nothing can enter the field either; otherwise, Hawking radiation will become a problem. Your system would be completely isolated from the universe and thus undetectable, which means it doesn't exist. This violates conservation of energy, since you're removing energy from the universe; activating your "entropic suspension field" would probably create virtual particle-antiparticle pairs around its perimeter, some of which have negative energy, and the negative energy partners would swamp your field and reduce its total energy to zero while the positive ones escape; your field would essentially vaporize anything it contained, converting the matter within into Hawking radiation, and would collapse due to having zero energy to maintain it.

TL;DR: Your idea cannot work.
