Antinatalism - Moral philosophical position that all states of well-being are intrinsically negative. Life is generally less preferable to non-existance. The softer position is that being in new life would be negative for existing life, and if therefore immoral (voluntary extinction position, live long and die out)

Eugenics - seeks to improve the quality of genes in the human race, by breeding out unfavorable traits, such as those that cause blindness, disease, etc. Or modifying existing genes (creating a gene for super strength for example)

So... They are unrelated.
