Bob Dylan 1964 :

"Come gather 'round people
Wherever you roam
And admit that the waters
Around you have grown
And accept it that soon
You'll be drenched to the bone
If your time to you
Is worth savin'
Then you better start swimmin'
Or you'll sink like a stone
For the times they are a'changin'"

May I assume that means you agree?

In principle, yes, but I think there are exceptions.

For example, if this logic was applied in Nazi Germany (as it no doubt was), the moral ramifications would be problematic...

I see you point. Perhaps Dylan and I were presuming more positive change.

Unfortunately, people don't like to see change in a positive light.

Two observations :

I spent over 35 years in industry in Industrial Engineering, basically an initiator of change. Many times I had to weigh what was possible against what was within the scope of acceptability to both the workers and management. I will never forget what one of my bosses (the owner of the company) told me one time: "Your job is to recommend what is right. If I or the workforce reject it, that is not your problem. You just keep doing what's right. "

Change is probably the hardest thing for people to accept. It makes them VERY uncomfortable.

Change is necessary and unavoidable. And you can be sure that the only thing consistent in life is inconsistency. Personally, I like it.
A rock pile ceases to be a rock pile the moment a single man contemplates it, bearing within him the image of a cathedral."
